		<description>Cat sounds like antifreeze poisoning, unfortunately.  Could be ear mites, but drunk looking usually means neurotoxins... ie antifreeze.  Thanks for calling the authorities.  If it&#039;s antifreeze, there&#039;s nothing they can do, but at least he/she will be sent peacefully on with care.

The dog thing is crazy that they wont come get it.  
I can tell you, if you REALLY want to get him, you can get (buy) a dog sized trap. I know they have them at Wisconsin Garden and Pet in Tosa, but try Fleet Farm or Hardware stores.  Otherwise call around and see if someone will lend you a trap (Humane Societies, Animal Control... even Milwaukee Animal Control (MADACC)... just use a fake address or have a friend get it, me for instance ;) ).
