Could be ear mites, but drunk looking usually means neurotoxins... ie antifreeze. Thanks for calling the authorities. If it's antifreeze, there's nothing they can do, but at least he/she will be sent peacefully on with care. The dog thing is crazy that they wont come get it. I can tell you, if you REALLY want to get him, you can get (buy) a dog sized trap. I know they have them at Wisconsin Garden and Pet in Tosa, but try Fleet Farm or Hardware stores.
